一般社団法人日本救急救命士会（JELSTA）、タイ救急救命士会（TAPP）と相互協力に関する覚書（MOU）を締結
一般社団法人日本救急救命士会（JELSTA：https://www.jelsta.or.jp）は、このたびThailand Association of Paramedic Profession（TAPP：https://www.thaiparamedics.com）と、相互協力に関するMemorandum of Understanding（MOU：覚書）を締結いたしました。
本MOUは、日本とタイ王国の救急救命士および両団体の連携をさらに強化し、アジア地域における強固な国際ネットワークを構築するとともに、相互の発展を目指すための重要な一歩となるものです。本MOUを元に教育・研究・学術交流・人材育成をはじめ、EMSに関する情報共有や共同プロジェクトなど、幅広い分野において協力を推進してまいります。
タイ王国では、都市部の救急救命士（Paramedic）がドクターカー運用等を通じて本邦よりも高度な臨床処置を展開している一方、郊外や地方部においては救急救命士の養成・配置システムそのものが未だ確立されておらず、地域的によって十分な救急医療の提供が困難であることが大きな課題となっています。
一方、本邦は全国50以上の救急救命士養成施設を擁し、地域を問わず一貫した質の教育・供給を可能にする「全国規模の標準化された養成システム」を確立しています。この全国一律で高水準な教育システムと運用の知見は、タイ王国における地方部の養成体制整備および偏在課題の解消に深く寄与するものと考えています。
さらに、タイ王国においてすでに高度な臨床処置が実践されている環境は、本邦の法規制下では実施が困難な「救急救命士による更に高度な処置の臨床研究や効果検証」を共同で推進する上で、極めて貴重なフィールドとなります。双方の強みを掛け合わせることで、アジア発の新たなプレホスピタルケアのエビデンス創出を目指します。
JELSTAは、この国際的なネットワークの構築を通じて、日本の救急救命士が国際的な視野を広げ、次世代の臨床研究を牽引するプラットフォームを提供するとともに、アジア地域全体のEMSの発展と救急救命士の社会的地位向上にも積極的に取り組んでまいります。
今回のMOU締結を新たな出発点として、日本とタイ王国の友好関係をさらに深め、将来にわたる持続的な協力関係を築いていけることを大変嬉しく思います。今後の両団体の活動に、ぜひご期待ください。
JELSTA Signs Memorandum of Understanding (MOU) with TAPP for Mutual Cooperation
The Japan Emergency Life-Saving Technician Association (JELSTA：https://www.jelsta.or.jp ) has signed a Memorandum of Understanding (MOU) regarding mutual cooperation with the Thailand Association of Paramedic Profession (TAPP：https://www.thaiparamedics.com).
This Memorandum of Understanding (MOU) marks an important step toward further strengthening collaboration between Emergency Life-Saving Technicians of Japan and the Kingdom of Thailand, as well as between our two organizations. It also serves as a foundation for building a strong international network across Asia and promoting the mutual development of both parties. Based on this MOU, we will advance cooperation in a wide range of fields, including education, research, academic exchange, workforce development, EMS information sharing, and joint projects.
In the Kingdom of Thailand, Paramedics in urban areas perform more advanced clinical interventions than those currently practiced in Japan through doctor-car operations and other advanced prehospital activities. On the other hand, the education and deployment system for Paramedics in suburban and rural areas has not yet been fully established, making it difficult to provide adequate emergency medical services equally across all regions. Addressing these regional disparities remains a major challenge.
Meanwhile, Japan has established a nationwide standardized education system for Emergency Life-Saving Technicians, supported by more than 50 accredited paramedic training institutions, enabling consistent, high-quality education and workforce development regardless of region. We believe that Japan’s experience with this standardized education system and its operational expertise will make a significant contribution to strengthening the training system in rural areas of Thailand and reducing regional disparities in the availability of Paramedics.
Furthermore, the environment in Thailand, where advanced prehospital interventions are already being practiced, provides an invaluable field for jointly promoting clinical research and evaluating the effectiveness of more advanced interventions performed by Emergency Life-Saving Technicians, which are currently difficult to conduct under Japan’s legal and regulatory framework. By combining the strengths of both countries, we aim to generate new evidence in prehospital care originating from Asia.
Through the establishment of this international network, JELSTA is committed to providing Emergency Life-Saving Technicians with opportunities to broaden their international perspectives and to serve as a platform for leading the next generation of clinical research. At the same time, JELSTA will actively contribute to the advancement of EMS throughout Asia and to enhancing the professional recognition and social status of Emergency Life-Saving Technicians.
We are delighted that the signing of this MOU marks a new starting point for further strengthening the friendship between Japan and the Kingdom of Thailand and for building a sustainable cooperative relationship for the future. We sincerely look forward to the continued activities and future achievements of both organizations.
