日本救急救命士会 第2期 会長挨拶
令和8年（2026年）6月より、一般社団法人日本救急救命士会の第2期会長を引き続き務めることとなりました、喜熨斗智也です。初代会長として組織の立ち上げに邁進した第1期に続き、当会の舵取りを担うこととなり、その責任の重さに改めて身が引き締まる思いです。
「思いをひとつに」歩んだ第1期
本会は、消防機関、医療機関、自衛隊、海上保安庁、民間救急、教育機関など、多様な職域で活躍する救急救命士の力を結集し、原点である「国民の生命を守る」という使命を果たすべく誕生しました。
設立からの第1期では、「救急救命士の思いをひとつに」を合言葉に、職域の垣根を越えた連携と、組織の地盤固めに注力してまいりました。会員の皆様をはじめとする多くの方々のご尽力により、厚生労働省の検討会への参画や、「救急救命士を支援する議員連盟」との連携など、国や関係省庁との対話の土台を築くことができました。
第2期の挑戦と「2040年問題」の打開
第2期では、この強固な土台の上にさらなる飛躍を遂げるべく、「会の更なる認知度向上と組織拡大を見据えた基盤強化」を重点目標に掲げます。
現在、日本の救急医療は、高齢者人口がピークを迎える一方で生産年齢人口が減少する「2040年問題」という大きな壁に直面しています。深刻化する人材不足と伸び続ける救急需要を打開するためには、私たち救急救命士自身の更なる職能向上と、多職種・関係機関との深い連携が不可欠です。
第1期で掲げた、自ら問題を解決する「自立」と、高い倫理観を持つ「自律」、この両輪をさらに次のステージへと引き上げ、救急救命士の専門性を遺憾なく発揮することで、国民の安全と安心に寄与できる環境を創造していかなければなりません。
すべての救急救命士の力となるために
私は会長として、関係省庁や関連団体と緊密に連携しながら、救急救命士がこれまで以上に誇りを持って働き続けられるための制度づくり、環境整備、教育体制の充実に全力で取り組んでまいります。
日本救急救命士会が「現場で活動するすべての救急救命士の力となる団体」であり続けるために、そして日本の救急医療の未来を自ら創っていくために、新たな役員体制のもと一丸となって尽力してまいる所存です。

Message from the President: Looking Toward JELSTA’s Second Term
I am Tomoya Kinoshi, and I am deeply honored to announce that I will continue to serve as the President of the Japan Emergency Life-Saving Technician Association (JELSTA) for its second term, beginning in June 2026. Since being appointed as the inaugural President upon our establishment in April 2024, it has been a profound privilege to unite Emergency Life-Saving Technicians (ELSTs) across the nation and lead this organization forward.
Expanding Professional Fields and Uniting Hearts in Our First Term
Since the introduction of the ELST system in Japan in 1991—a qualification equivalent to paramedics in other countries—we have played a vital role in prehospital emergency care, primarily within fire departments. Today, our professional landscape has broadened significantly, expanding into medical institutions, the Self-Defense Forces, the Japan Coast Guard, private ambulance services, and educational and research organizations.
Amidst this expanding diversity of roles, our first term focused on the slogan “Uniting the Hearts of ELSTs.” We dedicated ourselves to fostering collaboration across the boundaries of different professional fields and solidifying our organizational foundation. As a result of these efforts, we have successfully established a strong framework for continuous dialogue with the Japanese government and relevant ministries.
The Second Term’s Challenge: Addressing the Global “2040 Problem”
As we embark on our second term, Japan’s emergency medical system faces a major hurdle known as the “2040 Problem”—a profound demographic shift where the elderly population reaches its peak while the working-age population declines.
Addressing severe human resource shortages while managing an ever-growing demand for emergency care is a shared challenge confronted not only by Japan but by many nations worldwide. To overcome these difficulties, we will cultivate “independence” to solve problems proactively and professional “autonomy” underpinned by high ethical standards. Guided by these dual pillars, we are committed to further enhancing our clinical skills and professional capabilities as irreplaceable healthcare providers.
Global Collaboration and the Path Forward
Beyond addressing our domestic challenges, JELSTA aims to build robust international partnerships with organizations and professionals dedicated to prehospital and emergency medicine around the globe.
We are committed to fostering an environment where ELSTs can continue to work with greater pride than ever before. Furthermore, through cross-border collaboration and mutual learning, we strive to contribute to the advancement of emergency medical services and the saving of more lives—both in Japan and across the world.
We sincerely look forward to joining hands with global colleagues to shape the future of emergency medicine together. We would like to express our deepest gratitude for your continued support and cooperation.
