一般社団法人日本救急救命士会（JELSTA）、タイ救急救命士会（TAPP）と相互協力に関する覚書（MOU）を締結
一般社団法人日本救急救命士会（JELSTA：https://www.jelsta.or.jp）は、このたびThailand Association of Paramedic Profession（TAPP：https://www.thaiparamedics.com）と、相互協力に関するMemorandum of Understanding（MOU：覚書）を締結いたしました。
本MOUは、日本とタイの救急救命士および両団体の連携をさらに強化し、アジア地域における強固な国際ネットワークを構築するとともに、相互の発展を目指すための重要な一歩となるものです。同覚書を元に5年間、教育・研究・学術交流・人材育成をはじめ、EMSに関する情報共有や共同プロジェクトなど、幅広い分野において協力を推進してまいります。
タイ王国では、都市部の救急救命士（Paramedic）がドクターカー運用等を通じて本邦よりも高度な臨床処置を展開している一方、郊外や地方部においては救急救命士の養成・配置システムそのものが未だ確立されておらず、地域的な供給空白が大きな課題となっています。
一方、本邦は全国50以上の養成施設を擁し、地域を問わず一貫した質の教育・供給を可能にする「全国規模の標準化された養成システム」を確立しています。この全国一律で高水準な教育システムと運用の知見は、タイにおける地方部の養成体制整備および偏在課題の解消に深く寄与するものと考えています。
さらに、タイにおいてすでに高度な臨床処置が実践されている環境は、本邦の法規制下では実施が困難な「救急救命士による高度処置の臨床研究や効果検証」を共同で推進する上で、極めて貴重なフィールドとなります。双方の強みを掛け合わせることで、アジア発の新たなプレホスピタルケアのエビデンス創出を目指します。
JELSTAは、この国際的なネットワークの構築を通じて、日本の救急救命士が国際的な視野を広げ、次世代の臨床研究を牽引するプラットフォームを提供するとともに、アジア地域全体のEMSの発展と救急救命士の社会的地位向上にも積極的に取り組んでまいります。
今回のMOU締結を新たな出発点として、日本とタイの友好関係をさらに深め、将来にわたる持続的な協力関係を築いていけることを大変嬉しく思います。今後の両団体の活動に、ぜひご期待ください。
JELSTA Signs Memorandum of Understanding (MOU) with TAPP for Mutual Cooperation
The Japan Emergency Life-Saving Technician Association (JELSTA：https://www.jelsta.or.jp ) has signed a Memorandum of Understanding (MOU) regarding mutual cooperation with the Thailand Association of Paramedic Profession (TAPP：https://www.thaiparamedics.com).
This MOU marks a significant milestone to strengthen collaboration between emergency medical professionals of both nations, establish a robust international network in Asia, and foster mutual development. Under this agreement, both organizations will promote cooperation over the next 5 years in wide-ranging areas, including education, research, academic exchange, and joint EMS projects.
In Thailand, urban Paramedics perform advanced clinical interventions, such as in doctor-car operations, expanding their scope of practice beyond that of Japan. Conversely, establishing training and deployment systems in rural areas remains a critical challenge, resulting in regional disparities in paramedic availability.
Meanwhile, Japan possesses a robust nationwide standardized training and supply system supported by more than 50 educational institutions, ensuring consistent, high-quality prehospital care across all regions. Japan’s expertise in managing this uniform standard of practice will contribute significantly to developing rural training systems and mitigating regional disparities in Thailand.;
Moreover, Thailand’s advanced clinical environment offers an invaluable collaborative research field. It provides opportunities for joint clinical trials and outcome validations regarding advanced interventions that are difficult to conduct under the current regulatory frameworks in Japan. By leveraging our mutual strengths, this partnership aims to generate new, Asia-centric prehospital care evidence.
Through this international network, JELSTA is committed to providing a platform for Japanese EMTs to broaden their global perspectives and lead next-generation clinical research, while advancing the quality of EMS and the professional status of emergency medical professionals across Asia.
